Juniper is increasingly being commissioned by local and national governments to independently assess key technology and market risks associated with contracting for waste treatment services.
Over the years, we have provided a wide range of support, from focussed reviews with narrow terms of reference to broader risk assessment during bid evaluation and procurement exercises.

Where appropriate we can work either alongside existing more generalist advisers or in an arms-length audit role. The costs associated with this type of focussed support are typically much less than those for more broadly based Technical Advisor support roles.

Case Study 1 - County Council

Technical audit

Juniper was asked by the Council to audit the proposals from its preferred bidder for its long-term waste contract. The bidder was proposing an
MBT
solution. Juniper’s audit concluded that using this solution there would be a significant risk that the Council would fail to meet its LATS obligations beyond 2009/2010.

Independent review of a planned waste treatment project using a novel process technology
|
|
Juniper assessed the risks associated with adopting a new technology for handling a community’s wastes against the advantages of that approach in terms of environmental benefits. Our report assessed the competence of the supplier and analysed the current stage of development of the key parts of the system.

'Critical friend' support to the Council

The Council appointed Juniper as ‘Critical Friend’ to review, at LAFO stage, the Bid from the Preferred Bidder. Juniper is currently providing an assessment which has already identified key gaps in information, risk factors and other potential issues. Our work will assess the likelihood of, and significance associated with, each risk factor.

A Council’s officers asked Juniper to provide an independent review of their recommendations to Cabinet following an internal assessment of the most appropriate way forward for the Council’s waste procurement plans.

Juniper was asked to act as an Expert Witness for a Council’s Member Scrutiny Committee which was considering the Officers’ waste management strategy options.

Technical Audit

The Council asked Juniper to audit key technical assumptions related to a waste treatment contract. Officers were concerned that certain process limitations of a planned incinerator could expose the Council to a LATS risk.
