Our specialist expertise lies in our detailed knowledge of waste treatment processes, including traditional thermal processes (such as incineration); novel technologies (such as pyrolysis and gasification) and mechanical/biological/heat treatment processes, as well as more exotic processes such as plasma technology and vitrification.

Because we hold the most comprehensive databases of treatment technologies and maintain up-to-date information on suppliers and reference sites, we are in the ideal position to advise public authorities on whether or not a particular process is fit for purpose. We have visited most key reference plants on a worldwide basis, including those in

. We have been asked by many Local Authorities to audit a preferred process supplier prior to any contractual commitment.
Juniper is frequently being asked to act as a ‘Critical Friend’ to Members to provide re-assurance, or otherwise, that proposals will work, will be cost effective and will meet national targets
Because of the cost and the risk for Local Authorities of procuring waste infrastructure, many Members and Councillors are asking Juniper for an independent evaluation of proposals presented to them by council officers and their technical advisers.

Case Study 1 se Study 1

For this UK Council, we conducted an independent review of a proposed Fluidised Bed Incinerator in the context of a potential long-term waste contract. The project included a detailed technical risk assessment, including visits to overseas reference sites.

Case Study 2

For this Unitary Authority in the North of England, we provided technical advice on the alternatives to a County-wide
PFI
project and undertook a separate project based on
MBT
and
MBT
-type processes. We highlighted the risks associated with going down different routes for securing long term waste infrastructure and the implications of different approaches on waste performance targets.

Case Study 3

In the context of having considered replacing their landfills with incineration, this overseas Government wanted an independent appraisal of the capabilities of alternatives to incineration. We recommended that
MBT
should be considered and this was included in the terms of reference. This multi-year project involved the appraisal of Expressions of Interest from
China

Europe

Australia
, and
North America
and development of Strategic Waste Management Options to provide the Terms of Reference to feed forward into a Cost Benefit Analysis (
CBA
) and Life Cycle Analysis (LCA). This is expected to be the world’s largest single investment in waste treatment infrastructure and

was selected as Technical Consultant in conjunction with a local partner by competitive tender against the world’s leading consultancy firms. This project spans

For two UK Authorities, Juniper provided a review of the capabilities of a wide range of waste treatment technologies, including

and EfW, to provide the Terms of Reference for the Joint Authorities’ policy making process. We were subsequently appointed as TA (Technical Adviser) on the evaluation of tenders for an £800 million integrated waste management contract (25 year
PFI
).
